Objectives of Citizen Participation

Our research has convinced us that the difference between having Informed Consent and not having Informed Consent for a particular proposal, depends on accomplishing 15 specific CP Objectives . . .  We, therefore, propose that an organization's citizen participation program ought to be Objectives-driven -- as opposed to Techniques-driven . . .  The Objectives chapter familiarizes you with these 15 CP Objectives.

These 15 Objectives fall into three categories:

- Responsibility Objectives . . . how responsible you are and are perceived to be,

- Responsiveness Objectives . . . how responsive, how sensitive, you are and are perceived to be,

- Effectiveness Objectives . . . dealing with credibility, effective 2-way communication, and de-polarizing polarized interests.
